After the partition of Punjab in 1947, Sikhs who migrated from West Punjab were labelled as criminal tribes by the duo of Nehru and Patel. A circular was issued to the Deputy Commissioners of Punjab to monitor these migrating Sikhs. This story about the circular was made public by Sardar Kapoor Singh in his autobiography, Sachi Sakhi. However, in recent years, many secular and leftist thinkers have challenged Sardar Kapoor Singh’s statement. One of the prominent critics was Khushwant Singh, a noted novelist and favoured figure among Indian secularists and leftists. He wrote in The Tribune that Sardar Kapoor Singh fabricated the story of the circular, asserting that it was never issued. In response, Sikh scholar Dr. Gurnam Singh Sanghera has published a book shedding light on the reality of this circular, confirming that it was indeed issued by the Indian government in 1947.
